What's so bad about Arceus? I mean I don't like it because it's a god, but that doesn't make it terrible. It has high stats.

Oh. Well, if it was the best back then...
I'd say Magikarp. Not only is it the most pathetic Pokémon, it also doesn't evolve into the strongest fish Pokémon.
