No, I'm talking about the little speech balloon in the corner that appears every time someone sends you a message. You have to press Tab to see it in-game.

The "spacebar" doesn't work sometimes.
"enter" Works all the time.

I've seen spaces work fine for opening a chat window though, which is why I said I always thought it worked like that.

Yeah they both work sometimes. And sometimes neither works.
And there's a third way (which is what most people do).
Open the chat bar and type "@username". Then go to the chat bar again (to make sure your name is still selected) and hit enter. It will send a message to that user.
