It's a code for weed, because those are usually in their late teens or early twenties that like to smoke weed.

The number 420 is part of cannabis subculture and folklore. The term "four twenty" has become an informal reference to smoking marijuana on April 20 (4/20), particularly by students and teenagers.[1] According to some sources, the date was chosen because of its convenient acrostics.[2]
Although there have been numerous theories attempting to explain how and why the number 420 came to represent marijuana consumption,[3][4] none has received substantial evidence supporting them. Most agree that it originated in the California Bay Area during the 1970s.[5]
An urban legend suggests that police used to park cars with a license-plate number ending in '20' near schools on April 20 to look for drug users.[6]
