Yeah, I'm sure he could have afforded to get better graphics if he wanted to make a quick buck. The game is good though and worth the price if you ask me.

Because there aren't many people with low budgets making games. So what they have isn't really compared to others. Plus most game developers want to make games that are more realistic anyway so they'd probably have more money to spend on a game with that goal rather than just fun gameplay.

Not necessarily. There's also different genres in gaming, and it's very difficult for a game to have both good graphics and good gameplay. However, this means that games with poor graphics can still end up being good if their focus is more on the gameplay then the graphics.
