They're born that way. The only way to make them smarter is to clone their DNA, and if we do that, there's no way we can keep the clones in check. Plus, there's a lot of religious issues that go along with cloning DNA.

Also, I have some idea of what my IQ is. It's probably between 120-130. But I can't be sure unless you give me a test that measures it.
