I saw it when I was like, 5 years old.
It's called "Little Otter"
A family of otters has a baby. It runs around playing with its mom and dad. Then, the baby gets taken away by some mean kids. They're going to throw it off the cliff. Then, the otters parents find their baby and chase the mean kids away. That's pretty much the story.

It is. I want to watch it again because I'm curious about if it got any better. But I'm not sure if I can even find the DVD.
