You play as the people who are fighting and you decide the outcome.
Example:
The two armies are about to fight, but there is one small problem: a sniper has taken up position in a tree and can hit either army. Do you take out the sniper? Or do you leave them alone and watch the battle rage on?

You know what's better?
A game that actually has more than five seconds of gameplay.

@Dzuh
I was going to make a bunch of minigames for it, like an FPS with RPG elements (a la Fallout 3), a top-down strategy game, maybe even an RTS. But yeah, I might just skip making this, because if I ever get around to making a video game, I'm going to try something else.

"Maybe even an RTS"
RTS is pretty much impossible without actual graphics.

@Dzuh
Okay, so no RTS.
I might go for an FPS with RPG elements.
