BC stands for Builders Club. You can buy it with real money. BC gives you more features than non-BC users have. BC users get more Robux per day. It also gives you extra places and some sort of extra badges.
Off topic means when you're posting in the wrong forum. It's short for off topic because people post random stuff on the forums rather than things related to roblox.
