it has no meaning now because people use it incorrectly to insult people.

Trolling is a behavior that people are supposed to find annoying, so you can troll someone by doing something that is supposed to be annoying. Some people use trolling as an insult to other people, but trolling doesn't have anything to do with insulting people.
