It has to be an actual game, not some flash game.
My choice is probably Dragon Ball Z Budokai Tenkaichi. I was excited when it first came out because of how amazing DBZ Budokai on Gamecube was (which wasn't bad). But after a couple hours, I realized this one was worse in almost every single way except for gameplay. It had horrible character selection, which could have been solved if they added an edit mode, but there is none. There is also no custom story mode, only a boring story mode that ends too quickly. You can't even get the same moveset as other characters, which made the whole roster feel incomplete. The music also sounds like crap, and the graphics are bad.
There were tons more issues with this game, but I think I've stated enough.
