1) Create a good, fair, and unbiased system that allows for trolling to be done in an efficient manner.
2) Never post anything that is baiting. Period.
3) Ignore them
4) If they persist, report them
5) If they persist after all of the above, then you have a problem and should probably leave the site.
Follow these steps and you'll never have to deal with trolls again.
