I was on youtube looking for a good video and I came across the "Dude, what are you doing?" video. I clicked it and it had 1.7 billion views. After that, I clicked one more and it also had 1.7 billion views. WHAT THE HECK IS GOING ON!!?

It's not a "company" as such, but rather an online service.
The only thing that can be said about YouTube being a "company" is that they have employees and they're funded by advertisers. If you want to go into depth, Google owns YouTube.

I didn't say the database was finished or not. I was just stating facts. I wasn't assuming YouTube uploaded all videos in existence. I just stated facts. That's all. I don't see anything wrong with that.

And yes, YouTube is considered a company. There's no other term for it. A company is a legal term for a group of people who share a common purpose and ownership.
