The paper is watercolor paper, so it's already been prepped for that medium.

Are you using paint or crayons?
I would recommend using paint if you are doing a serious work.

Watercolors and paints. Paints first, then watercolors.

So how do you plan on starting?
I would recommend painting your background first before you start painting your dragon.
Then when you're done with your background, add your details on your dragon.

I have it sketched out and I'm just gonna go in with my brushes and use the wash technique. My dragon will be outlined in black, the background will be washed in blue with some areas of red to show where the light hits and create depth, then I'll go back over everything with the colors of the dragon.
