I'm 16 now.
If you're smart you'll get it at 14.

you don't need a permit in canada if you are over 18
and 15 year olds are still allowed to drive with their parents

in most states you do not need a permit but if you are 17 you must take driving lessons and pass the test before you can get a drivers license
i believe there are some exceptions though like if you have already passed your test but you didn't finish the lessons
