there will still be people who want to do bad things and there will still be people who want to stop those people
and in that case
since everyone has the exact same amount of power, everyone could stop those people
which means it would turn into an endless cycle of killing until there's only one man left

if they were all equal in power but not in strength then yes you're right that there'd be little to no conflict
but if they had the exact same strength too then yeah there'd still be conflict
