He's been constantly being a jerk to me and my mom for no reason. He's also been doing stuff that I don't like. He doesn't listen to anything my parents say, he's just a massive idiot.

you need to get more people on your side.
get more witnesses who can testify in court and then report his behavior to the police.
if you're serious about getting revenge on him (which you shouldn't be) that's your best bet.
but if you just want to tell us stories this isn't the place to do it.

I honestly don't know how to put this in a way that won't sound like I'm being a jerk, but...

well there really is only so much you can do.
you don't have enough power over him to stop him from being a jerk.
there's nothing you can do about the stuff he does.
the best you can do is to document it (which seems like you're already doing) and wait for your parents to do something about it.
if they don't then you can get more people on your side, gather evidence, and report it to the police.
but that's a long process and is usually a last resort. if your parents care about you then they'll take care of it before it gets to that point.

The problem is, is that he's an adult. They can't punish him unless he's done something illegal.
