I'm not saying that. But I'm saying people don't need driver's licences. Because it's their choice whether or not to get one.

But if you were a responsible citizen, you'd still be able to pass the driver's test even without a licence, right?

No, I wouldn't be able to take the test, since I don't have a drivers license yet. But if you get a drivers license and are a good enough driver, then you can take it.

No, but the guy next to me would be able to. He's a great driver, but he doesn't have a licence because his dad didn't want him to.

But you can't pass the test unless you have a drivers license, so thats impossible. If you don't have one, then you have no idea what its like to drive. You could probably barely make it through.
