Well, that could be it, or it could be that she likes you, but is shy around you because she wants to ask you out but doesn't know how to ask. If so, then she'll probably tell you herself if you continue to hang out with her.

Yeah, you probably should. It might make your feelings worse if you do end up liking her back. Just try to stop hanging out with her and see what happens. If she continues to like you and asks you out, then it means you should probably accept. If not, then you don't have to worry about the situation.
