Well, I don't know what's your definition of cold, but in my country it doesn't get that cold for pools. It's like a temperature between 25-35 degrees. But yeah, that's too cold, if you are talking about America's temperatures.

In Europe we have an average of 21°C which is equivalent to 70°F. Anything below that is considered cold.

I don't know, but when I take a shower it's almost 40° C.
But yeah, the temperature of the water in Europe and Asia must be cold. We don't even have water heaters here...

it depends how hot you normally feel
if you're used to summer in the south then anything less than 75 is freezing
