So, Roblox has a big problem. It's the fact that the userbase is constantly changing. When you have a community where the majority are kids and teenagers, you can't expect it to stay consistent.
There are some things that can be done to fix this, but they're very risky, and I don't even know if it's possible.
First off, ROBLOX needs to change their age policy. Not so much that they'll start allowing younger users on the site (I'm not saying I want 4 year olds playing here), but to allow older players on the site. I'm not saying go back to when the site was 100% high schoolers, but I do think we should go back to when ROBLOX was like 14 years old (2008-2010).
ROBLOX will say that they'll get sued for having underaged users on the site, but you won't see many people crying about that if they're actually making money from those users. Also, ROBLOX isn't really going after those people anyway, since most of the underage accounts just come back again after getting deleted.
This will make the ROBLOX community more mature. With less immature players, we should hopefully get less toxicity. If the community becomes more mature, then ROBLOX should be able to implement stricter rules in order to control the playerbase.
But what about all of the younger players? Well, Roblox has a solution for this. They can create a "Kid's Site" that's only accessible with a parent code. This way, the kids can play on there, but if their parents aren't there to supervise them, then they can't access ROBLOX at all.
I know this might sound like a bad idea, and I'm not saying that it's perfect. But we have to look at the facts. ROBLOX is currently in a very bad state right now. It needs something to turn it around and bring back the players who left because they got tired of all the toxic behavior.

Also, I forgot to mention: ROBLOX would be getting sued even more if they allow underaged users on the site, since many of them would probably get hurt (either by the games or other users).
