The guy in your neighborhood who just puts out his trash in the morning, but then doesn't take it in until that afternoon, and he's always got a different excuse for why you should listen to him.
The guy who always thinks his opinion is better than yours, so he tries to make himself look like he knows more than you.
That guy who is always saying stuff to people they don't care to hear.
