Not necessarily. The universe could die out completely and there would be nothing to create. It could get so big that everything in it would start to fly apart and there wouldn't even be enough gravity for it to hold together and if there isn't enough gravity then there wouldn't be any atoms left, therefore no matter.

The universe is expanding at an exponential rate, I'm fairly certain that nothing would be able to stop it from slowing down, let alone stop it completely. It may slow down over time, but never stop.
