Not necessarily true, if they're locked away then they can't really be a suspect anymore, unless they escaped.

But if they committed another crime, it would be easier to find them, because you already have their picture and information.

True, but the police have to investigate the crime before they can put anybody on a suspect list. They would never catch anyone if they did that.

Possibly, but that's not how it works. You can only charge somebody with a crime once you've found evidence proving he's guilty.

If the suspect has already been arrested and charged, then yes. But the police can't just lock someone up without proof.
