You have to be a good person. Also, they see if you ever got banned for doing something bad.

It also has to do with your username in a way. (For example, if your name is like "Gus" it would be easier to say than "John")

Well it seems there are certain people that are trusted enough to become a moderator. It was once explained to me that moderators are chosen from trusted users on the forums, so yes, they do need to be good members and active ones as well.
