there is a reason it's there. the chat system is more for the game and not to talk about random things. you can talk to people through friends, parties, or even just say it on the forums

They can't, but if they think that the person is being inappropriate, they can report them.
If you're talking about a game, then you aren't doing anything wrong.

Yes they will. If you are saying something not related to the game, then they will report you for spam.
