No, this is how it happened:
Russia didn't know the U.S. was going to the moon, and they made a fake satellite to fool NASA.
NASA landed on the moon, but they took the "evidence" that the Russians were planning to go to the moon with them.
When Russia found out, they made an actual fake satellite, but by then, NASA was already there.
