When you get your feet wet, the water will dry and become a solid. The same thing happens to your clothes. You can dry off, but it's not as good as when you were just wet.
I thought water evaporated from heat and other stuff.

isn't this how sweating works? the water evaporates leaving you dry? if i'm not mistaken, water doesn't turn into a solid when you sweat

I'm talking about getting wet from rain or something like that. It's like water vapor turning into liquid for a split second and then becoming a solid.

What I mean is that it's not as good as when it was just wet. It dries quickly, so the water turns into a solid. It's hard to explain, but I'm trying my best.

that's what happens with everything that gets wet in real life
i can see what you're saying
it's better when things are still wet
like wet sand is easier to move than dried sand
