It's probably for someone who doesn't know how to edit an ad, or if it is then they are too lazy to put some effort into creating one.

no one knows how to use paint.net? it's actually pretty simple to replace the background and change the size of the image. plus, all you have to do is change the transparency of the image so that only the character shows up.

The background and character should be separate images, not just one image.
If you're using paint.net, select the entire image, then click "Select" on the tools bar (looks like a pencil), then click the "Edit" tab and press Ctrl+P. You should now have two separate files in your documents folder.
