I have found a way to play emulated games on my laptop, but it's not as good as having a portable emulator.
1. Buy a Bluetooth Wireless Gamepad (about 10 pounds)
2. Download the driver for your gamepad
3. Open up RetroPie and set up your emulator of choice
4. Plug in your gamepad
5. Start playing

You could, but you'd be missing out on all the wonderful, nostalgic feeling of playing retro games.
