Some people use a lot of alts.
But for the most part, it's only the people that are known for being OTers or OT related things who are alts.

Yes, you can know who is who.
But you don't always know if they're the real account.
And just because they're an alt doesn't mean that they should be banned.

But what about those alts that go to other forums? And then we can't tell them apart with their main accounts. (Like I can't tell you apart from Zerito)
