but i think she has a boyfriend or something
and i'm not going to ask her out because it'll be awkward if she has a bf and it'll also be awkward if she doesn't. and what if i have to move? like seriously? she lives in another city and if i move there, then she'll be gone and i'll never see her again

It's simple.
If you want to move to her city and date her, move and date her. If you want to stay with your parents and not date her, don't. But make sure to tell her that you still have feelings for her because it will break her heart.
