And this is what I have come up with.
If you get in a fight and someone calls you an idiot. It's not bullying, but if they call you a noob. Then it's bullying.
That's what I got out of reading the rules.

You can't just take parts of the rules out of context and declare them to be wrong. Just read all of it carefully and you'll understand.

It isn't ok to call someone a noob, but it isn't considered bullying if it is meant as a joke or a misunderstanding. It also has to be repetitive or have some sort of intent to cause harm/embarrassment. There is a difference between calling someone a noob because they're new and saying something like "I'm going to beat you up", both are bullying.

Nope. The rules don't say that it's okay to use the word "noob".
If someone says something to another person, and that other person reports it, then the moderator will look at the report. If they see that it was just a joke, then they would most likely not do anything about it. However, if the person who said the thing thought that it was a joke, but the person who got reported was really upset about it, then they would take action against the person who said the thing.
But yeah, you shouldn't be using words that could potentially be used to bully people. This includes things like "idiot", which could be used as an insult. It also includes things like "noob", which many people use as an insult towards newer players. So yeah, you should try to avoid using those kinds of words.
