i cant play ROBLOX on chrome or internet explorer because it keeps telling me to update
but the thing is that im on windows 8.1 and the latest version of windows is already installed...
what should i do?

I'm assuming you have an antivirus software, or maybe even multiple antivirus softwares.
Get into the software and check for any updates, then get back on the forum and let us know if that helped.

Why would you install a new version of Windows if you are happy with the version you already have? I highly doubt that you would do anything like that.
