If you don't use the internet, I don't know how to respond to this...

There's a big difference between internet and web. Internet is the network. Web is a part of the internet.

Well, I would use it but I can't afford it.
My mother won't let me use it either. She thinks I'll get stalkers or something.

Really? She's right about the stalkers, but she should also consider the other things that could be bad. What if someone gets your ip address and takes over your computer? Or what if you post something about yourself on some forum, and then some sicko finds out where you live and tries to break in? You should make sure she lets you use the computer.

She doesn't want me using it because I have bad habits, like stealing games and stuff... Plus I'm a liar.

That's no reason. I don't steal games, and I'm not a liar. Unless you count lying to your parents as lying. But that's not really lying, it's just doing something they don't want you to do.

There are two ways to handle this: Either convince her by giving her reasons why it would be good for her, or break into her room when she's asleep and sneak onto the computer without her knowing.

I can't do anything when she's awake, she watches me like a hawk.
But I have tried breaking in while she was sleeping.
It didn't work. She was watching me sleep all along. Darn.

Hmm... well, try sneaking into her room while she's watching tv and see if she notices. If she does, just come back later when she's sleeping again. Just don't go out the window or something, because then she'll notice that you're not in the house, and then she'll get suspicious...

Oh yeah, there's also a possibility that you could lock your door. Then when she's asleep, open the door quietly, walk down the hall, and get on the computer...

I would advise using both methods together, unless one method alone is more convenient.

I have a question: How do you know if someone has access to your computer? And how do you know if someone has stolen your ip address?

If you want me to, I can explain how to do it so nobody can see what you're doing. You can still use the internet, but only by typing in the IP address, because the computer will be blocking out all requests to sites such as www.roblox.com. The only way to get around this is to type in the IP address yourself. This will only work on computers that are connected through a router with NAT enabled.
