Instead of making a new user account, you make an alt.
You can only make one alt per month. But you can have as many alts as you want.
If you have alts that are inactive and you don't play them, you can delete them to make room for more alts.

I think they should let people make up to 10 alts then let the others expire if not used in awhile.
