"newb" is a newbie or a new kid in the neighborhood
"noob" is a new player who has just entered into a video game or any other activity.

@Mr, I disagree. Newb is just a shortened version of newbie. It is not intended to be an insult.
@Ievil, you're wrong.
It is an insulting term, especially when referring to someone who knows what they're doing and a newcomer or inexperienced individual.
