the only thing that i use for plastic is PLA, which is actually really cheap if you buy it in bulk
the last roll of it that i bought was 2.5 pounds (1 kg) for $15
and that's enough to print about 50 small parts, or 2-3 medium parts

that sounds good, I have a friend who got a 3D printer as a gift last year, and he says the quality is pretty bad.

it all depends on what kind of 3d printer it is
some printers can print with ABS, some can print with PLA, and some can only print with PLA
abs is very difficult to print with because its temperature has to be controlled very carefully or else it will warp
but PLA is easy to print with

i think the printer that your friend has is a FDM printer, which stands for "fused deposition modeling"
there are other types of printers out there (like stereolithography printers, which use liquid resin instead of plastic strings), but fdm printers are the easiest to set up and maintain, which is why they're so popular
