I don't even use it in any program.
It's not like I use it to get out of game on ROBLOX.

Because the key was there first and then they made windows which is why windows has that key, i'm pretty sure i'm right here but idk why we still have that key

Yeah, it was there before Windows. In Windows it's used for the Command Prompt or Powershell, and you can switch to them with Alt+Tab, which is used by many programs nowadays as well.
But it seems pretty pointless now, and I'd rather have it replaced by something more useful. Like an Insert key or Delete key.

But they can add things to Windows. Like what ROBLOX did with the F11 key. It doesn't affect the program itself, but it's still a good feature for people.

Then why not replace some other key like the tilde with the Insert or Delete keys? Or maybe add some new keys instead?
