I've been seeing people saying that "Bullying is a crime." It's true, but how can you make it a crime? If someone were to be bullying another person, who would report them? The only way I think you can prevent this is by telling someone about it and get them to stop. But what if the person gets angry and threatens you? What then?

If someone reports someone for bullying they get arrested.

That doesn't solve anything though. All it does is making the bully more upset because now he knows that you're going to arrest him. So now he gets mad and then goes on to hurt you for reporting him.
