The first off-topic forum came after I joined in late 2008. It lasted until early/mid 2011 when it was replaced with this "forum" that we have now.

I'm not sure when the old one started exactly, but it didn't exist until well after I joined ROBLOX.
It's also worth noting that the old off-topic forum wasn't locked.
