It really depends where you use it.
For example,it could have different meanings depending on whether you say it in OT,RP,sports forums etc.
If we're talking roblox,I'd define as "someone who doesn't know basic social norms".

Oh,and for some reason "noob" is supposed to be short for newb,but there isn't actually any proof that this happened.
The word has been around since like 1998 or so.
