Because it is going to be a completely different forum that can't be accessed on the main site, and the people who are not on ROBLOX anymore may not want to make an account on ROBLOX again just to check out this new forum that will likely become inactive due to the lack of players using it

It won't be as active or as populated as OT is now because most people on OT are actually on ROBLOX right now, and if they're on ROBLOX right now, they'll likely stay on ROBLOX (unless they quit) and visit the forum. If they don't visit the forum, then they can't post on the new one.
