The US literacy rate is estimated to be around 99%, meaning that only 1% of Americans are illiterate.
I wonder why they'd use the term "literacy" when they really mean it's a reading/writing ability. (Since you can't be literate if you can't read or write)

What I'm saying is, in the USA, 1/3 of the population can't read and write

There is no reason for 33% of the population in America to be illiterate. They aren't going to go back in time and change history so that slavery never existed, which was what the slaves didn't know how to read or write
