There is always going to be someone that will bully
if you can't stop them then it'll be your problem
if you know they're doing something wrong tell them to stop
don't just let it keep happening if you don't like what's going on
and as long as you try nothing is impossible

this isn't possible since bullying can only be stopped with strict law.
but that could possibly end up causing more problems then the original cause of bullying.
