She might not go out with me, and then I won't have any hope. I need to be friends with her first. If I ever even bring up dating, she will most likely reject me right away, unless I want to play it safe and ask some other girl, which isn't what I want to do.

But you're not friends.
She'll probably say no because you're just a guy who wants to date her.
Being her friend first will make her more open to you.
Otherwise, if you ask her out, and she says no, that's going to be awkward, since she knows you already.
