First you need an Image of the shirt you want to create, then open the website ROBLOX Catalog, scroll down all the way and click on Upload. Then choose the image you want, the Image Quality can be set to 4,5,6 or 7. Next choose a color for the shirt (there are plenty to pick from). When you have chosen the color, enter a price for the shirt (or just leave it blank if you don't want any money from the shirt), then finally, choose a group from My Groups and click Submit.
Once that's done, the new shirt will appear in the catalog and you can go shopping with it!
