What is an "OTer"? And why do we call them "OTers"? I don't think I've ever seen any OTers...

An OT'er is an Off-Topic'er. A person who posts on Off-Topic. ~Signatures are like cutie marks. Useless, pointless and stupid. -OsteriOssi9~

We're not all Oters, but most of us post in the off topic section a lot. That's basically where the term comes from.
