Why do people use the term "noob"?

I mean, it's just a kid who joined the game recently and doesn't know how to play. It's not something that is offensive or rude, so why are they doing it?

I don't understand the need to insult someone for something they can't help... I mean, it's not even their fault they're a new player, they couldn't help themselves!
