He would catch them and sell them for money so he could buy more pokeballs. (the actual balls)
And then he'd put them all in the freezer because they're not supposed to live on land. So he caught pokemon for money for extra pokeballs, and then sold it to make more money for more pokeballs.
I always thought he was a great businessman.
