No it's not, because the sky doesn't actually have water in it, and it's only blue when it's clear out. If the sky is cloudy or dark it's black.

Clouds are formed when the temperature and humidity is high enough for condensation.
And other things do make rainbows but they're harder to see because there's no raindrops to reflect them on.
